Toge entered Tokyo Jujutsu High as a first year at 15, thanks to his family lineage as a member of the disgraced, minor Inumaki clan. The circumstances surrounding his enrollment are subject to speculation. Upon his entry, with such a dangerous curse technique, he was automatically assessed a Grade 2 designation. This permitted him to begin doing solo missions on his own as part of his education.
His activities around the school include tending the garden, cooking, combat training and completing various missions, mostly alone. In his first year he befriended his classmates and helped mentor Yuta, and fought in the battle against Suguru Geto, although he was never a match for him, he defended Yuta as requested and helped pull out his potential.
Sometime between the ending of the first year and second year, he was nominated for promotion to Grade 1 sorcerer, and as such has been completing missions and tasks in that vein. His ranking at Semi-Grade 1 means that he has successfully completed all of the required missions, he's just waiting for the formalization of his promotion.
He's mostly living his best school life while he can, it's a very short window of time that he gets to fool around before he takes up his job upon graduation. He helps mentor the first years, and although he's overshadowed in the combat and physical department by some of his peers, he is definitely no slouch.

Toge is never seen without something covering his mouth, either a scarf of a gaiter. The reason is that it is blocking his cursed speech from leaking out too much. He has curse marks on his tongue and cheeks. Mostly, he just wears his uniform.

The Inumaki clan is one of the minor clans as far as Jujutsu sorcerers go, particularly because they were always so dangerous. As a threat, likely due to one of Toge's ancestors, they were sequestered and their gene pool diluted so as not to be able to produce further curse-bearing members.
On occasion, though, genetics rears its ugly head and someone like Toge is born. Likely a huge disappointment to his parents, Toge was born with the curse and so has never been able to hold an ordinary conversation. His riceball cipher is something he's been using since he was fairly small. Notably, it's been mentioned he has accidentally cursed people during his childhood and was likely bullied fairly heavily prior to entering Tokyo Jujutsu High.
His cipher is an entire language contained in roughly twelve words. Spending significant amounts of time with Toge will pick up on very subtle meanings and suddenly those words will mean entire sentences. Reportedly this takes about six months. Outside of that, Toge doesn't really have any other way to communicate, although he likely turns to text and email like anyone else his age. He wasn't taught sign language, but he does use his body language and gestures with his hands to get meanings across when he needs to. Although his language is limited, he contributes to conversation regularly like any other teenager would.
His relationship with his clan and family is likely incredibly strained as the elders are waiting for him to die. Whether or not he was actually sentenced to death like Itadori and Yuta due to his curse is unclear, but it's entirely possible he's there if by the grace of Gojo. The higher ups are big on controlling curses and curse users and those that are too powerful are simply problematic. He's a member of the 'new generation' that Gojo is trying to foster where assassinating teenagers becomes a thing of the past and a new wave of users takes their place to be far more fair and lenient in their judgement.
