He's always content enough to give a smile or a high five and when he's not understood he hardly holds it against the person. He's incredibly patient and kind, and he is extremely protective to the point he often appears as though he has no real self-preservation. When he's teaching Yuta, he's careful to ensure his safety before his own, and when he deems the situation too dangerous he attempts to step in to protect him, although he doesn't hesitate to accept his help when Yuta finds his bravery.
It's not just Yuta, he also protects Kamo and Megumi to the best of his abilities to the point of severe injury. As for being a prankster, he often makes amusing little comments that are meant for lighthearted teasing, something that sometimes gets him into trouble. He's also been seen swiping Maki's skirt for a prank, even though that really got him in trouble when Nobara whacked him on the head. Gojo encourages him in this direction because it's relatively harmless fun that Gojo likely knows has been missing from Toge's life.
His kindness is exemplified in the fact he speaks in a cipher to ensure to the very best of his ability that no one will be cursed inadvertently. He also muffles his voice with either a mask, collar or scarf for the same reason. It's probable that things like him laughing would be inadvertently infectious.

He will be a sorcerer, he will work for the society and then he will die rather unceremoniously, and his family will be glad for it. At the moment Toge has been very good and very obedient, doing everything he's been told to.
He's not entirely without spark however. Upon hearing that the Kyoto team planned to kill Yuji, he stood with his classmates in suggesting that this was unacceptable. Of course they wouldn't let them just kill a classmate when they were right there. He's got no real ties to his clan, he's their problem child, but he does have a connection to his classmates. He spends his time with them - and he's the happiest he's ever been. He would lay down his life to protect them.
At the moment, Toge's plan is to survive, somewhat. He wants to survive the Elder's oversight. It's unclear if he also has an execution order over his head, but if he doesn't - they're definitely watching him. Toge knows they're watching him and if he steps out of line, he very well could be in that position. He is perceptive enough to know that Gojo is protecting him along with his other misfit students from further interference from the Elders.
3) What are their flaws as a character? What is something they've messed up, or have done that they regret?
Toge can be stubborn and a bit difficult, if not standoffish when Yuta is not around. He's not quite as friendly or open. He's much softer, much more well-behaved when Yuta is there. His strong lack of self-preservation likely stems from the fact that he's been mistreated and he believes he's disposable to an extent. He's in no hurry to die, but he knows that it's what everyone wants and he's just delaying the inevitable.
He's also a little empty. He's been brought up that way with the knowledge that curses and people die and he needs not think about it. So, he doesn't. He's like an empty husk in that regard. His compassion is far more narrow that way which is a flaw, but like all sorcerers it's the ones that shut down those emotions that survive and the softhearted ones that don't. He's not very affected by the loss of life at all, it's just a thing that can happen to him. It's an extension to his own difficulty accepting that his life has some value.
This makes it difficult to carry regrets but he does carry a few, from incidents when he used to curse people by accident. He has no problem executing orders and doing what he's supposed to, but accidents are just that - and he has regret enough to carry it with him. It weighs heavy on his heart and makes him extra cautious.
4) Optional: What is something unique and interesting about them, or what is a fun little tidbit that sets them apart from the crowd?
Toge is so so glad he was born in the age of the internet. His favourite thing to do is sit around watching Youtube, so he can delight in the cooking shows and mukbangs. Those are just the best!
Oh and I guess the language quirks, those are unique too.

Inventory: Toge has his very stylish school uniform with the detachable collar so he doesn't have to wear a jacket all the time. In his pockets he had his cellphone and wallet and he has a bullhorn, his weapon of choice.
Note - Toge will be asking for a tattoo of a snake wrapped around a katana, with the element of ice. He'll never be overheated again! Oh yeah, and refrigeration, I guess...it's the cook in him.
Cursed Speech - An immensely powerful ability that compels the recipient of the attack to do what Toge says. If what he says is impossible, his cursed energy will make it possible. In battle he chooses simple commands like sleep, or explode, and uses his energy to make it happen. This can be done through electronics or a bullhorn, he does not have to be face to face with the individual. An accidental word or sound (ie laughter) would be not so directed and may compel anyone within earshot into doing what he said. Toge cannot stop this ability he can only regulate it through self regulation.
Nerfing should not be required - but no action will be taken against another player without their permission or the ability to opt out. Toge is very good at regulating and wrangling his ability.
Combat Proficiency/Cursed Energy Manipulation - Toge is very experienced in hand to hand combat. He is not proficient in any weapon. His style is very athletic, it wouldn't be surprising if it came to light he'd been a gymnast. While the majority of his cursed energy manipulation involves his speech, there are subtle things that he seems to do unconsciously, like cushion his feet for falls that should be impossible for humans to survive uninjured. This is a technique they all can do likely through training. Toge has a lot of cursed energy, far more than he can ever expend. His vocal chords always give out first.
It is expressly said later on that there are several things all sorcerers should be capable of - but Toge doesn't know how to do anything else at this present time. Unless he's taught otherwise, or gets canon updated to a point where he's learned new abilities, this will be it.

Choose between Corsairs or Paladins and include a brief blurb explaining why.
Honestly, even if he was placed on the Paladins, Toge would probably try to jump to Corsair. The reason is simply because pirates are cool at sixteen and he's all about the swasbuckling kind of adventure where he gets to dig up treasure and see a whole new world. He would like to revel in the freedom that this world would give him - where he could maybe fit as a Paladin, due to his habit of trying to protect others, he also would love to have the freedom to do what he wants for a change. He feels a little constrained by his fate and the ability to cast that off and start digging for treasure is very very tempting.
